Desktop Log in issue

Need help as Im just using the same username and password and i can log on through mobile but i cannot access using desktop: this error will occur: 

 

We're sorry, we can't log you in. If you think there's a problem with your account, and contact us and we'll help resolve it.

 

I have cleared cached and its expensive for me to call them. Is there anybody who can help me with this?

it happen to me too, still waiting for paypal to solved this issue

I am having the same problem , I have emailed paypal but have not received a reply
