UPS negotiated rate (discount) doesn't show up on PayPal when printing labels

Hi,
I receive a discount when I print my labels on UPS's website. However, those discounts don't show up on PayPal.
Is anyone else having the same problem?
For now I'm printing my labels on UPS's website, but I would be a lot more convenient if I could print them directly from PayPal.

I've been in touch with both PayPal's merchant services and UPS's customer support. Neither party is willing/able to iron out the simple discrepancy between what UPS bills and what PayPal then bills us.
- UPS claims that my negotiated rate is being billed to PayPal
- PayPal claims they are "just a portal" and make no profit on shipping labels
As it stands now, the shipping discount on our UPS accounts is being given to PayPal, not to us. And no one in either company is interested in remedying that.
