a direct debit you requested

I received the following message and I'm not sure how to respond to it:

 

"A direct debit you requested on or after June 19 from your U.S. bank account was rejected by the bank. A new compliance regulation requires that a physical address be available on all accounts.  
 
Your 6.61 USD transaction with the merchant completed, but PayPal never collected the funds. In order to correct this oversight, PayPal will be debiting your PayPalaccount for this amount in 5 business days.
 
If your PayPal account balance isn’t sufficient to cover the amount of the transaction when we debit your account, your PayPal balance will become negative. Please ensure sufficient funds are in your account to prevent a negative balance.    
 
To fund your balance, you can add funds through a transfer from a bank account or receive a payment into your PayPal account.
 
We apologize for any inconvenience this issue may have caused and appreciate your understanding. If you have any questions, contact us by using the Help & Contact link on any PayPal page.
 
Thank you for being a PayPal customer."

 

It mentions a physical address, but I already have 3, and I've made plenty of payments before and since without getting this message. It doesn't make it entirely clear what I should do, except maybe add some money to my account. And if this is a problem, why have I only been notified once since June 19th?

I find the email ambiguous. Whose/what physical address? My PayPal account? The address associated with the payment method? My bank account? The shipping address? The vendor's address? Two of my transactions were rejected while dozens of others have gone through just fine.

you bought something and paid via Paypal-bank fund.

Paypal tried to get the money from your bank,for some reason it has been rejected by your bank.

Your bank is not complaining about your vendor,as it does not see the vendor name,what it sees is Paypal bank/paypal account number.

since more than one person is having problem,I would say the problem is with Paypal.

This happened to me too, why would it take 2 months to tell the customer there was a problem? I also have a receipt of the payment from paypal stating it was paid via my bank. Now suddenly paypal balance is in the negative. Paypal is trying to play banking games and since theyre not governed by bank or credit rules, they are pushing it. Dont hold up your customers because of your mistakes. You are rich because of us

Paypal Credit uses a Po Box address in maryland, maybe they ought to deny service to themselves for not following their own procedure. Maybe i should reject payment to anyone who uses a po box.

It gets better. I got a second notice and a new negative balance for the same debits weeks after clearing up the first negative balance. PayPal is **bleep** up somewhere in this area. Be vigilant if you get this notice. I haven't had time to sort it out yet.
