Ok so, here's what went down. I was selling a virtual account for ROBLOX for a steam card of his, he responded with 2 false codes. luckily I didn't let him into the account yet. He proceeded to call me a "scammer" even though he kept providing fake codes. I then told him he could send me $5 over PayPal, which he agreed. I have like negative seven dollars or something, so he pays it and it says on hold for up to 21 days or whatever. Then he starts talking about charging it back.. So I tell him he will not receive the account until the money is added to my balance, and if he does not agree he should charge back his money immediately. So I think he does, but then I try to issue a full refund and it says I can't because of my negative balance and it says his money is still on hold for me, How do I avoid getting into this dispute and being deemed a scammer? or how do I issue a refund?

You can only refund using cleared funds in your paypal account OR from a bank account.

If you can't do either then give customer services a call and ask them to release the held funds back to the buyer.
