I'm going to loan an appartment to a guy who's not in town, and he wants to be sure I'm serious before flying here to make me visit.
I need a third party service we could both trust to block the money, and I'm wondering whether paypal does this ? Basically I want to send money to him via a third party, which would keep the money for a time, and I could retrieve it if I don't like the appartment or finalize the transaction to him if I do.
