Paypal non-ebay transaction return problem.

Hi, thanks for any help,

    For a few months me and the buyer have conducted almost $10,000 in transactions over 6-7 invoices. About half of these a few phones were not wanted by the buyer so we agree on return and refund. I recieved the phones and sent the refunds. The last invoice was $3,000 and he had a problem with $1200 worth of phones. We again, agreed on return and refund. I then ask him if he still wants to do business, and he said yes but he does not want me to think he is scamming me. I didn't understand the message but said yes I would still like to do business and had no reason to think he was scamming me, as the phones he sent back were not wanted and they were in the original condition. There were a few phones on which he just wanted partial refunds, so I do not know the condition of those phones or if the claim was true, but I trusted him.

   The last invoice he shipped back and said they were delivered, I do not have the package, I checked tracking and it said delivered. So then I go to local USPS office and they said to have the buyer start an internal investigation for lost package and to start an insurance claim, if applicable. I forwarded this information to the buyer, after a month of no response or communication he opens a case for SNAD and immediately escalates. 

   I would have liked to deal with it without the escalation because I don't like to have the negative marks on me for PayPal cases. After reading the user agreement specifically buyer and seller protection, orders over $750 are required to have signature confirmaton, as why would you ship something high value with no signature confirmation and no insurance (which he didn't do either). So anyway my question is this, am I still covered for the case based on PayPal user agreement section 11.4 stating that items over $750 require signature confirmation to and from.

   I would have split the loss prior to the claim but he gave me no opportunity for this or even opportunity to work this out before escalating the claim, he still has not responded to my texts, calls or emails.
