Item shipping to china not received and buyer opens case. PayPal seller protection policy?

I want to know what a seller can do to protect himself from foreign buyers who file a claim for item not received in a foreign country, especially China or Asia.  This buyer waited until the last day to open a case on the transaction and left me no time to investigate the situation which I think is pretty suspicious but that's just me.  I've been burned before with a charge back from Canada and i won't ship to Canada anymore.  So I am wondering has anyone else had to deal with no receipt of item delivering to China?  How did PayPal handle the dispute?  Is the seller protected from cases like this?  What's to keep buyers from opening a case for non-delievery when in fact they have received the item?  They know that the USPS does not track the item once it leaves the United States so what good is a tracking number of First Class International.  This has really got me upset because it is for $58.05 and that is just about a month profit on my sales after all the fees are taken out of the sale price.  I am really getting fed up with this selling thing.  I use to enjoy it but eBay has taken all the fun out of it because they fee me to death.  Taking a percentage of the amount charged for shipping is outrageous but that is another topic.  So if anyone could provide to insight as to what I can expect from PayPal in the way of seller protection I would greatly appreciate it.

I sell internationally and you are always going to get an occasional item that is not received.

 

I just refund the buyer as i would have no proof they did not get their item.

 

When you sell you are going to have to take the occasional loss and banning international sales cus of one bad transaction is cutting off your nose to spite your face.

 

I get more money per item by opening up sales internationally, if i have the occasional loss i still make more money by doing it this way.

 

As your buyer waited till  day 44 tends to make me think they are genuine and waited till the last minute hoping the item would show and knowing that you may not refund (obviously they were right) if they did not open a dispute resorted to the dispute process.

 

I have not received items as a buyer from international buys and would be very upset if i did not get a refund.

Oh I plan to issue the refund.  I am waiting on eBay to make a determination before I do.  Just following procedure.  PayPal has already put the money on hold so I know that I am going to lost that $55.00 no matter what I do. 

 

I do not intend on domestic only.  I will ship to every country except Italy and now Asia.  I don't get that many sales from either of those countries so my nose can remain on my face with less stress worrying about if a package gets delivered or not. 

 

Perhaps this is not the business for me if I have to be at the mercy of the would be buyers that would say they didn't receive an item intentionally so they could get the item and a refund at the same time.  It is just too easy for them to do that.  This buyer has a history of not receiving items in the mail and she says that it is her postal service as it is run my the government in China and they don't kow what customer service is.

I have to agree with you on Italy, there postal system is awful and i dread shipping there.

 

But i have a nephew in China and he has received everything I have sent him so if she is saying she is not getting a lot of stuff that is a tad suspicious.

Hello,

I got the same problem with a shipped parcel to France. I offered in my sale USPS First Class International shipping. The buyer never ask for a different shipping. Meanwhile he opened a case and PayPal took the money and parked it somewhere. I send PayPal the receipt and the customs tracking number. This is the only number I got. I know as soon as the parcel leaves the US you can not track it down anymore. After using this number in there system it shows that the parcel left the country and got as fare as England.  So fare the help from USPS. But what is PayPal doing???? Am I protected, because I do not want to loose the item and the money.

It would be great to get some help!!!
