Add Cash at Store

I tried to add cash to my PayPal business card but when I clicked the option to add cash at a store I get this error message: "To add cash at a store, please update your settings...Go to settings and check No on "Block payments from U.S. users who do not provide a Confirmed Address". When I go to my Payment Receiving Options, the option to block payments from U.S. users..... is not there. I know I have seen it there before but it's now gone. I have never had any trouble adding cash at a store and I do it often. I contacted PayPal but they couldn't give me any answers other than it may be a glitch and to wait a few hours before I tried again. I've not changed any options in my payment receiving preferences so I have no clue what the problem could be. Has anyone else experienced this? I'm wondering if it's because they're updating the current cards to the chip cards.
