WHAT IS GONG ON!

I have been trying to make payments to my business account (everything is charged to the PayPal Extras Mastercard) since 9/21. There were times when I would get an error message stating they couldn't process my request, and try again, then it took me right back to the main page. Now I cannot access PayPal Extras Mastercard through the PayPal link AT ALL. I have called three times, each time I call I am told "they are working on getting this corrected." I've tried three different browsers and that didn't help either. How in the world an a reputable site like this be down this long? My invoices to be entered are piling up, payments are due, and I have NO WAY to check to see if the charges are correct or make a payment. I will be calling to make payments over the phone I guess, but there better not be a $15 fee for payments over the phone attached to this!!!!!
