Ebay motors is different from the rest of Ebay,most sellers do not accept Paypal or credit card as there is no seller protection,there is no buyer protection either.
most are local delivery,cash or check .
if the car turns out to be a lemon ,there is no buyer protection.
if you file item not received with Paypal,seller gets no protection as he cannot prove online viewable delivery with commercial carrier.
talk to your seller,he may be willing to take a deposit via Paypal and then expect you to bring cash for full amount and he will refund your Paypal deposit.
you can send a local mechanic to check out his car before you pick up the car or send someone to pick up the car,carrier usually would want the title
