declined payments with paypal credit and my available credit is enough

trying to make purchases on ebay and pandora websites. Both purchases I tried using my paypal credit and both times my purchases were declined.

Just had this exact issue with Pandora. However I could use pay after delivery. Apparently it’s not a PayPal issue. It is because PayPal credit are declining the transaction. I spend loads on PPC and pay it off. I don’t know what gives.
