Won't update phone number for security check

I have updated my account with my new phone number (multiple times), and it shows up correctly on the account. I deleted my old phone number from my account so it no longer shows. However, whenever I sign in to pay for something, the screen asks to text a security code to my old number. Very frustrating (so is being told by a robot that customer service hold time is 1-2 HOURS!)
