Why would Paypal charge my bank account when I have enough money in my Paypal balance?

I had (and still have) money in my Paypal account. Paypal sent a charge to my bank account today for $4.88 (PAYPAL INST XFER 171023) which overdrew my account and caused the bank to charge me $34. Since I had money in my Paypal account, why would Paypal charge my bank account for anything instead of taking the funds directly from my Paypal balance?

I wasn't sure what "pay after delivery" was, so I looked it up, and no, I've not used that feature.
And nothing for $4.88 is showing up anywhere on my Paypal activity.
