Did this person already have a PayPal account setup at the email address where you sent the payment prior to sending it? It sounds like maybe they had to create an account to claim your payment..?? Or, maybe the email address you sent the payment to simply wasn't included in their PayPal account profile yet..??
Typically unclaimed will mean one of those two things. When the user creates an account to claim a payment they will need to be sure to add a bank account and confirm it. Until this happens the unclaimed payment can be held up. If the user already had an account, but didn't have the email/phone number that you used to send the payment associated with it, then as soon as they do so the payment should show up and become available (assuming they have a confirmed bank account added.)
I would check into those things first.
