Unable to make purchases and send money on new PayPal account

I recently opened up a PayPal account and received money in my PayPal Balance through Friends and Family. (The money is available) If I want to purchase something it gives me this error: 

"Sorry, we can’t complete your purchase at this time
Please return to the merchant and choose another way to pay."
 
And if I want to send money to someone I get this error:
"We can’t send your payment right now. If you keep running into this issue, please contact PayPal.

 

If you continue to encounter problems, please contact customer service."

 

I have looked up multiple fixes to this issue to no avail. I've already tried to add my debit card and it made no difference, the error was still received. Could this be happening because it's a brand new account? I read up on an article that stated you must wait a few days before you can use money in your PayPal Balance, but I'm not sure if that's accurate or not. Any help or tips would be appreciated!
