Sending money from German bank account to USA bank account

What are the fees for sending money from a German paypal account (funded by a German bank, not a credit or debit card) to a US paypal account? Also, what is the Paypal official exchange rate for Euros ---> USD?
To provide some background, I'll be providing a service for a German friend, and they will potentially send me roughly 100 euros per month.

sending payment under goods and services,the fee for the recipient would be 30 cents transaction fee and 3.9 % discunt rate (2.9% if it is a domestic transaction)
if they are sending Euros ,there is also a conversion fee of 2 1/2% plus the exchange rate which fluctuates,so no one can quote you what the rate is .
US $ is strong these days,so you may get a little more than $100 before FEES.

I thought the 3.9% or 2.9% is only for credit card transactions. I am saying my German friend will send money via Paypal (which is funded by their personal bank, NOT credit card) to me.

if it is sent under goods and services,Paypal gets a cut 2.9-3.9% no matter what is the source of payment-credit card,debit card,bank or paypal fund.
