My Account -> Profile -> My Money -> My preapproved payments -> Update -> See Available Funding Sources (or Set Available Funding Sources) -> Conversion Options (for card you'd like to change this option)-> Bill me in the currency listed on the seller's invoice -> Submit
Hope, it helps.

There no longer appears to be a "Bill me in the currency listed on the seller's invoice" option, or at least I can't find it.
Can someone tell me if it still exists and if so, where to find it?

Hello,
I have the same problem, every time I buy something from eBay I get the currency converted automatically to my local currency and I have to manually select "Conversion options" and change it.
In the past Paypal remembered the last conversion option but for the past few months it defaults to the local currency with every purchase, it doesn't matter if the purchases are sequential.
When I log in to my account I can find the "Set Available Funding Sources" link and I CAN set the option to "Bill me in the currency listed on the seller's invoice.", however it makes no difference.
I sometimes buy dozens of items in a matter of minutes (eBay shopping spree) and this issue is driving me crazy!
Please help.
