I have 38 dollars and 48 cents in my PayPal balance. I'm trying to make a payment to Opskins.com that's 37.94 I try to make the payment and it says this payment cant be completed. and an option to return to merchant
There's a good possibility that the problem is on the seller's end, not yours. For example: The seller may not have set up their PayPal account correctly to receive funds. When this happens the buyer (you) sees an unhelpful message from PayPal saying: “Your payment can’t be completed. Please return to the participating website and try again.” with no details as to the nature of the problem.
