Payment Declined

I have been trying to send money to my friend but it always says “Payment Declined”. The money is in my Paypal balance and I don’t have any cards or bank account linked to my Paypal. Could anyone please help me?

Add a back up card to verify your paypal account and act as a back up funding source.
