PayPal not working with bank account linked

I can't make payments with my PayPal, I have bank account linked.. Google play gives me an error message and Xbox store couldn't get authorization.

I am also having this issue with eBay and mercari..I also have a bank account linked and it worked this morning but not this afternoon.
