What is going on?? I use "Pay After Delivery" allll the time, when paying an ebay transaction using paypal. For the last several days, I cannot use it on any item. I was told by paypal it is an ebay issue, and by ebay that it is a paypal issue. One lady argued with me for 30 minutes that it's something the particular seller must have deactivated. I said..."REALLY? Every seller i've bought from in months just happened to have this option, but every seller in the last week, just happens to NOT use it? What are the odds??" I am so aggravated that I cannot get to the bottom of this. OBVIOUSLY someone changed it. Help???
It is not up to the seller,it is up to Paypal,Paypal pays them and then get it from your bank account.
I read Paypal has 600 million personal loans and 5 billions businses loans on their books and looking to lighten ,so it could be a more restricted credit policy.
If you think 5B is mind boggling,try AMEX,they loaned out 60 B.
