If you are trying to fund that purchase via funds in your paypal account balance then sometimes paypal won't let you unless you have a back up card linked to verify that paypal account.
But have you got your balance set up as your primary payment source as if you change it to your balance it 'may' work.
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your prefered way to pay and put a dot in one of the options listed.
