Money I really need for my medicine was taken to my negative balance on my PayPal balance instead of my pay pal prepaid card and I really need that back from PayPal asap!!
If you have a negative balance then you have to clear that first from any 'funds received' before you can start withdrawing them again when your balance is back to 0.
