Making a payment TO a bank account when recipient does not have a PayPal account. Is this possible?

I have to make payments to a friend but he does not have a PayPal account. He states he gets paid via PayPal from someone else into his bank account without having a PayPal account. Is this possible or do I need to have a business account? Thanks!

Your friend may be referring to the PayPal service called Xoom.
