I haven't used PayPal in a few years the layout has changed a lot.
I need to send 1729.90 EUR it says that the amount from me would be 2229.39 USD does this include transaction fee's? Or would the recipient receive less then the desired amount? If the later where do I go to do that math?

It would do the math for you to show you how many US$ would cost you to buy so much euro before you commit ,if you are using bank fund,then you pay 3% conversion fee and no credit card fee.
Recipient always pay Paypal fee of goods and services,30 cents plus 2.9-4.4%.
Germany has a rule which Paypal complies,when a person has received payments exceeding $1800 euros? since he opens his account with Paypal ,he would be asked to submit documents for review,in the mean time,that amount you sent him would be withheld.
I think it is euro 1800,not sure,it was 1500 at one time.
so there is a possibility what you sent him could put him at 1800 or more,if he has not submit his documents to verify his account,he would be asked to do so .
since you have not used your Paypal account lately,the payment could be under review so he would not be receiving your payment same day.
since you are sending goods and services,the payment would be withheld until he proves delivery with a tracking number from a commercial carrier.
I think you are better off doing intl wiretransfer with your bank,unless the recipient does not have a bank account,then yo can send him an intl cashier check.

how you plan to send it,goods and services or friend and family.
and whatis the source of fund,credit card or bank,paypal fund.
The payment could also be held up for review.
if the recipeint is in euro zone,there are restrictions of receiving money,so beware.

you may want to consider doing this from online banking,you could get a better rate for your euros,and the wire fee is 45.

also where is the recipient,she may have problem, transferring to a card or bank account and customer service of paypal sucks big time,it is getting worse,they are giving erroneous advice causing us to lose money

this would be goods and services. they live in Germany. and from my account it would be a bank account not card. Still surprised there's such a hassle given both parties have PayPal accounts. Missing the time when the site had a simple radio button layout and said to do the math for me.

goods and services payment for that kind of amount and depend on how long and how good he has been selling,it could be withheld 3 days after tracking shows delivered,up to 21 days,so you want to ask how soon he needs the money.
your case has no tracking ,so it could be held up to 21 days
