I want to be able to create a seperate account to hold the dues. I also want to be able to payout from the account. I tried Google-ing some instructions but couldnt find any. Someone help?
You would need either a Premier or Business Account. If you're not a registered business, then a Premier Account would work.
With either type of account, you could send invoices to your other members or setup a web page for them to pay you. Using this method, the other members would not be required to have PayPal Accounts. (And you will be subject to the standard transaction processing fees.)
