Recently I've tried to buy a couple apps for my samsung phone. It is telling me my paypal is ineligible. I'm not quite sure what that means. I checked my card that is attached to my paypal account. It is up to date.
Any one have any ideas why this happens?
Reading on these forums and google searches, it appears I am not the only one. But there is no clear cut solution.
