I used to have a debit card for my personal pay pal account, but it expired. I have not been able to get a new one unless I upgrade to a business/premiere account. So now in order to withdraw money from my personal account is my only choice to transfer it to my bank? A business account so Pay Pal can charge me more for the deposits? Very unfair.

how can Paypal charge you for your deposits?
There is really not much difference between business and personal account,but the Paypal business debit card will give you 1% rebate if you use it as a credit card for purchases.
Unfortunately,it has not been working too well lately,it gets declined in many places?

you can get a paypal prepaid debit card in store,it cost you 4.95 a month and you can deposit fund in that account or move money from and to paypal account.
