Card denied by the card issuer

Please help!!

I'm keeping getting this message "We are sorry, but we could not complete this payment, because it has been denied by the card issuer. Please retry with a different card or funding option to continue with the payment." However, I called my credit card and they're telling me that they haven't denied the payment.

This is happening to me, too. Same message when trying via desktop, but when I pay via the app, it says the recipient doesn't accept that payment method (have tried several different methods and different cards). What gives? Bank says they haven't declined anything and that the payments are trying to process as $0.00, which is also not true.
