Hello, I've been using my bank info to make purchases on ebay...Every now and then, A seller would refuse to allow me to make a bid because i don't have a PayPal account linked, However, I do have a Debit Credit card,..exp date 06/18....The problem is: PayPal owes me approximately $54,.... PapPal will NOT allow me to add my PayPal Credit Card...to ebay account. PayPal Further contacted the state of California and stated that they were unable to locate/contact me. Even though i've lived in the same place, Vista,Ca. 92083 for the past 11 years..same e-mail address, telephone number, etc. where do i go from here.
