-10 euros on acc, but unable to make it 0

So my bank account is linked to my paypal but this week i bought something but i didnt know my bank account had no money on it.
So i put 50 euros on my bank account but my paypal is still on -10. 
I tried clicking the option to put money from my bank account on to my paypal but it's not letting me do that for some reason.
How can i fix this ?
I'd like to keep using paypal but it asks me to link a credit card whenever i want to pay something again.
Can anyone help me ?

Yes, it got linked like 6 months ago.
I don't have a credit card, i just want paypal to take the money from my bank account.
I live in Belgium

may be Paypal cannot access your bank?
