paypal lies about pending payments??

• Print your shipping labels on eBay or PayPal. Your tracking information will be uploaded automatically, and you'll get funds to cover shipping too.

Whats the problem.

If you use Ebay shipping and the shipping cost is less than $15.00, the postage cost will be used from the held funds.

If you use Paypal shipping they will that the postage cost from your bank account or credit card or available paypal balance.  After the shipping label is printed, the postage held funds will be released.

Since you will have D/C the held funds will be released within 48 hours of the D/C showing delivery.
