instant transfer no longer working/auto payments being declined

I am a long-time user of PayPal, never had any problems with any transfers, services, etc...my PayPal account was used each month to instant transfer any payments I needed made to online sellers such as on ebay or other websites and also to pay revolving monthly bills such as Hulu Plus. The method of payment for me was a verified savings account at a local credit union. None of this information has changed.

 

What has changed is that as of last week, I am no longer being able to use instant transfer. I did not recieve an email about the reasons behind this. Research suggests that it may be because there isn't a debit card linked to this account as a back-up method, however there has never been a debit card linked to this account as it is a savings account. This affects me greatly as it makes me unable to pay instantly to my ebay sellers, thereby reneging on my agreement to instantly pay after winning an auction. The funny thing (to me) is that now I see an ad show up for an almost $5 sevice called MoneyPak which purportes to "instantly" add money to my account. Is this a scheme to make money on the backs of those using PayPal services or did something really change in the transaction rules? Either way, I should have been made aware of the change prior to logging in to use the account to pay for an auction I had just won and finding out then that my instant transfer had been disabled.

 

Tonight I got an email from Hulu Plus saying my account was frozen as they are unable to charge my PayPal account the monthly fee. I am assuming this is linked to the other issue posted above but again, I have not recieved any emails from PayPal on how to rectify this. I am searching for answers here.
