Won't let me send money

So, I recently sent money to someone, but when I tried sending money to another person it wouldn't let me ! It says that I need to put money into paypal account and use that, but I already have my card linked, so why would I do that ? Could someone help me resolve this issue please ? I need to send this money A.S.A.P.

Ok. This began happening to me when I wanted to put money onto an website. I got an error anytime it popped up the payment thing that said "open window." I would then get a "sorry" error message telling me to wait. It's impossible to wait that much... it was also locking me out of putting money onto the site by every other browser & additionally other computers. Of course, I blame the website, it's the only explaination. Note: I cleared my cache and every single cookie, so it wasn't that. ADDITIONALLY: I am on a Mac running 10.8.2, but I don't know if that matters.
HOWEVER - I don't know if it will only work for me, or if it will help any of you, so I wanted to tell you what I did. I downloaded the Adobe Flash uninstaller from the internet, then I started the uninstaller, and once it was on the screen, I closed the browsers and uninstalled. I then opened the browser and downloaded the Adobe Flash installer. Again, I installed Adobe Flash (most recent version), and once again closed the browsers and allowed it to complete. I then opened my browser and went directly to the website and logged in. I went directly to the payment and this time, when the open window option for PayPal showed up, I clicked it to open. To my surprise, it allowed me to log-in and pay. I logged out of PayPal and closed the browser. When I opened the browser again, and tried the purchase to see what happens, the error is back! BTW, I tested it twice and both times it worked...
Hope it helps you all even though it's a ridiculous pain to do this EVERY time. Good Luck!

I'm having the same problem -- I just sent a bunch of money to different people, there's heaps of money still in my account, and it won't let me send money to another person, it says i need to add more money to my balance even though there's plenty of money in my balance.
It seems like this situation has remained unresolved on all the threads it's mentioned in so far?

Mine worked this morning, but just now it won't let me pay with credit card OR bank acct. The answer has to be with PayPal

I am having the same problem, very inconvenient. Not sure why this is happening suddenly after successfully buying and selling items using paypal for years.
