I am getting the same error when trying to buy on multiple merchants, using paypal balance.

Perhaps because its a new business account ? But I verified by linking it with a bank account. I don't know what to do

I'm having the exact same problems. I've added £200 to my PayPal account, made one payment and now I'm just getting those errors everytime I try to make a payment. Even when trying to buy a gift card from PayPal itself..
