I have my own personal account that isn't a Business account. Using this account I've created sandbox accounts for Personal and Merchant purposes, to test integration of PayPal buttons / API. All was fine until my latest client requested recurring payments.
I am unable to test integration of Installment Plan (using Express Checkout), as, even though all fields are there I'm redirected to "Sorry — your last action could not be completed" page. I've tried accessing Buttons page in my Merchant account on Sandbox site, to compare with some examples, but the message there (for my Merchant account) informs me that I've got to have a Business account (is Business different than Merchant?) and subscribe to Website Payments Standard premium services (what is that? there's no mention of it in documentation).
As such - my question is - how can I test integration of Installment Plan?
