Sening limit is nearly full when I haven't sent nearly that much

Hi All,
Anyone get told that their limit is nearly up when in reality you haven't spent even close to the amount? It tells me I have a yearly limit of around £1900 ending in Sept and I have around £60 left. I haven't sent anywhere close to £1840 in the last year, and even in the entire time I've had Paypal account in the last 5 years! I have checked my transaction history and it confirms this. Why am I being told this? Is it just so I provide my bank account details? Surely I shouldn't have this limit if it is totally ignored?
