Reward didn't apply to purchase?

I received $10 reward from paypal that says can be used toward next purchase. 

I just bought something from Ebay and it didn't apply to the purchase. Instead the whole amount was taken from my Paypal balance.

How do I use it then?

 Same exact thing happened to me. I got an email that I had a $10 Mystery reward that would apply on my next purchase.  On my next purchase it was not applied as the email said it would be. Help!

Same thing happened to me.  The reward showed up as I went to pay, but the full amount was taken from my account!  My mystery reward was not applied!

Just got off the phone with PayPal.  They had me forward the email stating that I had received the reward ($10).  Then they looked up my recent purchase, and couldn't determine why the reward wasn't applied.  They are looking in to the matter.  There is obviously a glitch, somewhere!

I logged a case for this same issue and Paypals response was basically "we are having some issues with this offer".  That's it.  There was no solution, no promise of a credit.  Basically they are saying too bad for you.  The offer details state Payl can withraw or cancel the offer at any time.  My case was closed by Paypal so it looks like we are out of luck.
