PayPal Express Checkout API: We're sorry … TRANSACTION_REFUSED

I'm testing the PayPal ExpressCheckout integration and when I'm redirected to PayPal and enter my sandbox login details I'm redirected to the page that says: "We're sorry. We can't complete your purchase at this time. Please return to the merchant and choose another way to pay."

The url to which I'm redirected after login contains query string: ?code=TRANSACTION_REFUSED

Transaction total was £1828.32 so way under the maximum limit, however it works fine if the transaction is for the smaller amount like £280.

Any idea what might be causing it?
