Hello, as title says i cant send money...

My paypal is verified, 
Card linked 
Email verified

when im trying to send money to my family, error "we can't send your payment right now"

When i want to buy someting on websites, error"We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available)."

Please help me ASAP!

have you contacted PP CS to see what exactly is the issue? Is it their "system" blocking or is it a site issue?
