How to solve pending payment?

Hi all,

I'm a newcomer at this Paypal business. My first transaction was I ordered an e-book online. At first the status was unclaimed. The seller informed that the payment has been received, but the status was currently pending. Further he said that once the payment is completed and cleared, then they'll send me the link.

 

Then after couple days I checked my bank account, and I found the money has been withdrawn. The payment status at my paypal account is pending. And it's been about a week, nothing has changed.

 

From what I understand, this pending status will be change only after the seller capture the payment, isn't it?

I'm wondering how come they don't see the payment is coming. Should I contact the seller again? Or is it fraud?

Sounds as if you have sent an echeque.

 

An echeque is when you send a payment to a seller from your bank account BUT DON'T have a back up card linked to your paypal account as well.

 

Normally when you pay someone paypal credits the seller in advance and paypal take the wait for your funds to process through to them to reimburse them. BUT they only do that if you have a back up card linked to your paypal account as well as a bank account, if you don't then it will go as an echeque and  YOU take the wait for it to clear through to the seller.

 

Try learning how things work before accusing innocent folks of fraud.
