How can I file suit against Paypal ?

I used the Sellers Shipping label to return a Mis-Shipped Item ( wrong part ).

I provided proof, pix and shipping details and it was Denied..... so I had to Eat the $ 70 for parts that I Do Not have.

Any help is appreciated.
