Error Message "Return to merchant and try a different payment method"

Hey guys, I saw a lot of posts about this topic, however I still did not find any answers. Every website I go to, to pay for something this is what ends up happening. 

 

Return to merchant and try a different payment method

We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available).

 

 

How do I fix that? 

Please help, Urgent.

the merchant might not be accepting whatever payment method you want to use.
