Error Code # 10004 This Transaction can not be processed

Hi Guys ,

We are  getting this error while one of our customer is trying to make payment from PayPal. "This Transaction cannot be processed".She tried with  two different credit cards  Discover &  Visa but both the times she is  getting this error. Its really critical for us that our customers are not able to make payments for us.Any quick help on this will be really appreciated

I am trying to make a purchase and Paypal credit is just sitting there saying it is waiting for merchant to respond.
