ERROR - Could not pay for my order

I keep getting this message:

We are not able to process your payment using your PayPal account at this time. Please return to the recipient's website to complete your transaction

I tried everything from logging out then back in, restarting my PC, even using my phine instead. But it's still the same error. What I don;t understand is that yesterday I was able to purchase something on the same site successfully but this time this error keeps showing up.

Call PP CS.  Could be their system blocking the payment.
