If buyer choose send money for ,,Family and Friends" can he do a payment back?
Also can he do a payment back if he choose send money for ,,Goods and service", but leave a message:
"This is for a virtual item and cannot be charged back". Would Paypal ignore this message or no?
Talking about virtual item, I have a permision to sell it.

You are not allowed to sell and ask a buyer to pay using the friends / family route.
Any payment funded by a credit card can be subject to a chargeback.
There is no seller protection on paypal for virtual items, you can sell them but at your own risk.
Advice is voluntary.
Kudos / Solution appreciated.
