Bill me later option not working for me, recieved error code: 70047 10417

Just recently I was approved for bill me later, I then linked it to my paypal account and used it to buy a product on ebay.

Then today I had attempted to buy a gift for a friend using bill me later as my payment option 
I had gotten this error:

 
We were not able to process your payment.
Please check out again and try a different credit card or bank account for your PayPal payment.
Error code: 70047 10417
 
how can this be? My available credit is more than enough for the item that I am buying and I have a verified address, bank account and successfully linked my bill me later account.

Suggest calling Bill Me Later customer support at 1-866-528-3733.

getting the same code, but no information. Bill me later is replying to "secure emails" with a generic message that basically repeats what the original error is saying. When i log in directly to my bill me later account it basically tells me " you have credit , go use it!"

Same problem.. tons of available BML funds to use but it will not work for sending money through Paypal, but oddly if I buy through eBay then it works so long as I check out directly with Bill Me Later. Paypal needs to fix this issue.

I had the same issues today after signing up for Bill Me Later, linking it to PayPal as my primary source for buying, making sure my profiles in PayPal and Bill Me Later Matched, etc.  Bill Me Later showed up in PayPal with available credit of $1201.00.  All great. Until I went to checkout and pay $260 for my item.  It kept giving me the message that I was not able to use Bill Me Later, use another source.  I tried different methods, choosing PayPal to Pay rather than the Bill Me Later button that appeared, thinking Bill Me Later was my primary source for payment. Not so. The $260 came right out of my bank account, exactly what I was trying to avoid!  Called Bill Me Later and they acted like they didn't know anything about PayPal....WHAAATTT???  I got transferred, erroneously and/or idiotically to "marketing" and the guy was not only an idiot but rude. He actually hung up on me.  

 

I called PayPal and got a human being. He did some checking around on my transaction. He told me what the "problem" was: the seller doesn't accept Bill Me Later!!!! NOWHERE does it say that when purchasing, the BUYER has to contact the SELLER to see if they accept BML!!!  The come-on to sign up does not mention this; I was livid.  The PayPal guy was very polite and helpful, but only told me all I could do was contact the seller for a refund.  I thought this was outrageous when I expected a smooth easy "1 click" purchase through BML.  But I did contact the seller, explaining all, and he was very courteous and understanding and said he would refund the $ immediately. I checked PayPal, and there was my refund.  A good ending, but a nightmare!  

 

Even if this caveat is somewhere in the fine print we all "accept" in the terms and conditions, and I'm not sure it is, there should be a notice on every checkout page to CHECK WITH SELLER FIRST about BML to see if they accept. It would save buyers from  the nightmare I went through.

 

Also, perhaps some of you are getting error messages because the purchase amount is below $99?  I believe the Bill Me Later is for purchases of $99+ .
