I draw architectural blueprints and was personally paid by client through paypal for first time.  I delivered her plans, she was happy and paid right away.   I know scammers have ruined it for the people who are honest and work hard for their money.   Now PAYPAL can hold funds for 21 days is BS!  How can I have her leave positive feedback as she didn't purchase anything from an ebay store etc  that I don't have??    Is there any way to get the funds sooner. ..............please anyone know a solution to this?           And what if this was a relative that just wanted to send money to me because they live far away?  There has to be a way for the person that paid to tell Paypal they approve the transaction???

FROM PAYPALS HELP PAGES....

If you recently started to sell with PayPal and you don’t have any selling history with us, payments you receive (except eBay payments) are now being placed into your pending balance. As long as there are no problems with the transactions, you’ll have the money within 21 days.

Typically, you can access these payments within 7-14 days if you:

  • Send the item to the buyer’s postal address, as shown on the Transaction Details page
  • Mark the item as sent on the Transaction Details page and provide the dispatch details (for digital goods, mark the item as processed on the Transaction Details page).

Once you complete the below requirements, you won’t be considered a new seller any more, and you should receive future payments sooner.

  • Receive a predetermined number of payments
  • Wait a predetermined number of days from the date you received your first payment.

You can also view your remaining requirements and confirm your identity at any time by logging in to your account and visiting the Resolution Centre.

There can be various reasons but, unfortunately we don't know anything about how your account is setup.  Need a little more info.

What type of account do you have?   Personal, Premier or Business.

If you have a Premier or Business - that's great.   Personal accounts are for folks who want to shop online or send/receive money from friends or family.

Next, have you "verified" your account?   (Meaning you have linked and confirmed a bank account.  Better yet, you have linked and confirmed both a bank account and credit card.)

Last, assuming your account is either Premier or Business and it's verified and this is "not" an eBay transaction, you should not experience any holds unless they are random system security checks or there's some questionable activity on the customer's end which does happen, i.e. the customer has not verified their account, etc.

All we can do is speculate the reasons at this point.  If you have additional concerns, then it would be best for you to contact customer support direct as they can view your account details and possibly provide better insight.
