What exactly are you asking? Are you asking whether or not you can send a check from your bank account to PayPal and not have to wait for the transfer or from PayPal to your bank account? Or are you asking something else?
Quick info:
As far as I know and E-Check is used for a direct PayPal to PayPal customer transfer. Say you wanted to put $15 in your friends payPal account instantly you can do that with an E-Check.
