User permissions overview - were can I find a descrition of what is possible with each permission?

Hi,

I am looking for a guide that describes what type of access is provided for the various permissions.

For example, I need to give access to an employee to the paypal account to allow for transfer from the paypal account to the bank account but not the other way (from the bank account to paypal).

How can I insure I give the proper permissions?
